Sheena joined the Financial Services Authority (FSA) as the Manager within the Risk Management, Monitoring and Evaluation (RMME) unit in January 2022. She was then promoted to the post of Director within the unit in June 2022. Her professional experience spans over several years and includes working across government, in different capacities. Sheena holds a Bachelor of Commerce in Economics and Statistics (Cum Laude) from the Nelson Mandela University, South Africa and a Masters of Science in Economics (Distinction) from the University of York, UK.

Risk Management, Monitoring & Evaluation Unit

The Risk Management, Monitoring and Evaluation (RMME) Unit was established in August 2021 to mitigate potential threats to the financial stability of the Authority, its operational efficiency, reputation and to ensure compliance with local and international financial services legislations. In addition to reporting to the CEO of the FSA, the RMME Unit also reports directly to the Audit and Risk Management Committee at Board level.
As part of its mandate, the RMME Unit is responsible for the development and implementation of the Enterprise Risk Management, Monitoring and Evaluation frameworks for the organisation. The Unit is accountable for the risk management operations of the FSA, to include the integration of risk concepts into strategic planning, risk identification and mitigation activities. This includes considering the potential impact of all types of risks associated with the FSA’s processes, products, activities, services, and stakeholders, in line with the ISO 31000:2018 Standard on Risk management — Principles and Guidelines. The RMME Unit also coordinates the assessment of risks to financial stability in Non-Bank Financial Services. Additionally, it is responsible for monitoring and evaluating the progress of the FSA Strategic Plan 2021 to 2025, to ensure its successful implementation.
