Monitoring and Surveillance Analyst

AML/CFT Section

Job Purpose: Contribute towards the effective oversight by the AML/CFT Unit of reporting entities through the supervision of the application and enforcement of AML/CFT requirements overseen by the Authority; to provide quantitative and technical support for the risk-based analysis of monitoring and surveillance activities undertaken by reporting entities to detect and prevent ML and TF risks.

Summary of Duties:

  • Work in close collaboration with the AML/CFT Unit’s Manager and Director to ensure that data and information obtained from the supervision of surveillance and monitoring activities undertaken by reporting entities is accurate, relevant and analysed in a timely manner.
  • Support the AML/CFT Unit in the conducting of on-site inspections/ examinations of reporting entities in accordance with the relevant AML/ CFT legislation, regulations and policies relating to monitoring and surveillance activities undertaken by reporting entities to detect and prevent ML and TF risks, evaluating to review and assess both technical compliance with these requirements and the effectiveness of controls applied to detect and prevent ML and TF.
  • Support the preparation and undertaking of off-site thematic activities relating to the supervision of reporting entities with the relevant AML/ CFT legislation and Regulations, Code and Guidelines, to ensure that they are complying with these requirements and where necessary to recommend appropriate enforcement action.
  • Adhere with the approved service standards and internal systems and control of the AML/CFT Unit.
  • Assist the development of internal procedures to uphold and/or improve the quality of monitoring and surveillance activities employed by the AML/CFT Unit to the supervision of reporting entities with the relevant AML/ CFT legislation, Regulation, Codes and Guidelines.
  • Support the Unit in the receipt, review, and timely response to requests for regulatory assistance from foreign regulatory authorities for matters relating to the AML/CFT Unit, including monitoring of dates of receipt, collection and disclosure of requested data and monitoring to ensure the timely and complete response to such requests.
  • Record, manage and maintain data concerning requests for regulatory assistance from foreign regulatory authorities relating to matters concerning AML/CFT of reporting areas falling within the remit of the Unit.

Minimum Entry Requirements:

  • Undergraduate Degree in Law or Finance or Economics or Business Administration (and any related field); or
  • International Compliance Association – Certificate or Advance Certificate in AML; or
  • Minimum of two Years’ Experience in the private sector working with a monitoring function relating to financial activity, open-source intelligence and screening.
  • Proficient in Microsoft Office
  • Strong demonstrable ability to use Excel functionalities, including the use of macros, aggregation of data and use of formulas.
  • Knowledge of blockchain technology and attendance at one (1) industry related training or workshop on blockchain analysis.
  • Demonstrable knowledge about the requirements of Seychelles AML/CFT Act and AML/CFT Regulations pertaining to monitoring and surveillance activities.

Salary:

Commensurate with qualifications and experience.
